Add PSA Role Permission to prevent ticket deletion

Along with the numerous other issue with Roles that have been documented, there should be an extra permission in the PSA section to prevent ticket deletion.  

Aside from the obvious reason why certain techs should not be deleting tickets, this is increasingly important now that the satisfaction survey details get deleted when the ticket is deleted.

If a technician receives a bad survey response, they can simply delete the ticket to remove any traces of it, and improve their satisfaction average without a manager approval.
